The Public and Private Development Centre (PPDC) is expanding its globally recognized work in promoting transparency and accountability to the United States.
Established in Nigeria in 2001, PPDC has been at the forefront of civic engagement, leveraging data and technology to empower citizens.
The new U.S. office will serve as a Research & Innovation Hub, dedicated to fostering citizen participation in governance and justice sectors through rigorous, data-driven research and innovative solutions.

The PPDC U.S. office will focus its efforts on three interconnected research-to-action workstreams, each designed to empower citizens by translating complex data into actionable insights.
Utilizing open contracting data, inspired by Budeshi, to analyze procurement processes. We identify inefficiencies and corruption to advocate for transparent and effective public spending.
Analyzing court records to uncover systemic bottlenecks and sentencing disparities. We develop insights to empower citizens and contribute to reforms that reduce mass incarceration.
Exploring the intersection of digital rights, internet governance, and civic engagement. We leverage digital platforms to enhance participation while safeguarding online rights and privacy.
The “Citizen-Data" Framework is a methodology designed to translate complex institutional data such as court records, budget sheets, and procurement contracts into accessible and actionable insights for the average citizen. This framework involves a multi-step process:
Secure institutional data through Freedom of Information (FOI) requests and partnerships, then standardize it using frameworks like the Open Contracting Data Standard (OCDS) to ensure comparability and usability.

Employ advanced data analytics techniques to identify trends, anomalies, and systemic issues. This includes mapping relationships between different data points (e.g., budget allocations to project completion rates).

Transform raw data and complex analytical findings into easily understandable formats. This involves creating interactive dashboards, infographics, and narrative reports that highlight key insights.

Provide context to the data by linking it to real-world implications, such as showing how delayed procurement impacts local infrastructure, accompanied by clear suggestions for citizen action.

Facilitate platforms for citizens to engage with data and share lived experiences. This ensures that the insights are relevant and responsive to community needs, creating a continuous loop of impact.

Findings are integrated with established programs to ensure data-driven insights translate into tangible improvements in legal system equity, particularly focused on reducing pre-trial detention.
Identify specific courts, judges, or policies contributing to excessive pre-trial detention, enabling targeted advocacy efforts for reform.
Equip legal aid providers with data-driven arguments and evidence to support bail applications and challenge unjust detention practices.
Develop campaigns that highlight the human and economic costs of prolonged pre-trial detention using compelling visualizations and testimonials.
Formulate evidence-based recommendations for reforms aimed at reducing pre-trial detention and improving case management efficiency.
By systematically linking research to direct intervention, we ensure that data-driven insights translate into tangible improvements in access for all.
